A look at Europe's most cyber-vulnerable countries

The 2025 IBM X-Force Threat Intelligence Index revealed that Europe accounted for 23% of global cyberattacks in 2024, making it the third most-targeted region. The most affected countries were the United Kingdom (25%), Germany (18%), and Austria (14%), with other European nations also experiencing significant attack volumes.

Since the GDPR came into force in May 2018, European countries have reported a dramatic increase in data breach notifications. The Netherlands leads with 33,471 breaches notified, followed by Germany with 27,829 and Poland with 14,286 incidents. The daily average of breach notifications reached 363 per day in 2024, highlighting the persistent threat landscape.

Combatting Cyber Threats with the EU Cyber Resilience Act

Cyber criminals are constantly developing new attack methods, posing a growing threat to our digital society. In response, the EU Cyber Resilience Act sets forth stringent security mandates for connected devices. With full enforcement starting December 11, 2027, the CRA introduces enhanced cybersecurity requirements and transparency obligations, including a 24-hour reporting requirement for actively exploited vulnerabilities starting September 11, 2026.
